Britain and America have finalized a major commercial pact that will ensure zero import taxes on UK drug shipments being sold in the American market.

The Terms of the Accord

Under the terms of the agreement, the UK has pledged to increase funding on medicines through the public health system. This move guarantees that duties on these vital goods will be held at zero for a duration of the next three years.

This development is in response to previous warnings to significantly raise duties on branded drug products, with increases floated as high as double the cost.

"This deal with the UK strengthens the global environment for innovative medicines and brings long-overdue fairness to transatlantic pharmaceutical trade," a statement noted.

Trade Impact

Drugs are one of the Britain's biggest export categories to the United States, which is by far the biggest market for major companies like GSK and AstraZeneca.

Export figures show that in the 12 months prior to September, the UK exported pharmaceutical products worth over eleven billion pounds to the US. This value represented 17.4% of all goods exports in that span.

"This agreement protects jobs, increases capital expenditure and facilitates the UK to establish itself as a global hub for life sciences," the Business and Trade Secretary remarked.

Detailed NHS Changes

The pact entails several notable commitments from the UK:

  • Higher Cost Ceiling: The UK will raise the price threshold at which it deems new medicines to be too expensive by 25%.
  • Increased NHS Spending: There is a goal to double total public funding on treatments from 0.3 percent of Gross Domestic Product to 0.6 percent over the following ten-year period.
  • Refund Ceiling: The sum manufacturers must pay back to the NHS to prevent overspending will be limited at 15%. In the past, repayments were more than twenty percent.

Industry Background

The pact takes place against a long-running tension between the sector and the ministers over spending levels and regulatory access.

The disagreement were intensified by arguments that American consumers were charged significantly more for the same drugs than patients in the UK and Europe.

Over the last 18 months, several significant drug company projects in the UK have been halted or cancelled, while multi-billion-dollar funding commitments have been announced toward American operations.

The Science Minister stated that the NHS needed to spend more on medicines, noting that its expenditure on drugs had declined as a proportion of its total funding over the past decade.
