The Collapse of the 28-Article Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the presentation of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been defused. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of contrasting events captured the grim essence of the current period. By day, diplomatic battles are fought: positive announcements are released from different nations. Immense energy is expended on containing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "peace".

Nocturnal Warfare

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor rocket firings from across the border, a ability enabled by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to counter approaching guided weapons roared overhead – modern combat jets delivered to Ukraine by Western partners.

Soon thereafter, Kyiv's anti-aircraft weapons engaged: several firings fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, most likely supplied through allied countries. Every firing jolts you unexpectedly, rattling buildings. The instant of fear quickly becomes grim resignation: perhaps the incoming missile won't cause damage this time, sparing the city from ruin and further power outages.

Ongoing Risks

Not long after, a large-caliber weapon fired at a drone somewhere nearby, part of a mobile-fire group – probably allied-provided weaponry. Unfortunately, the projectiles didn't strike the enemy aircraft – it continued its flight toward its target.

Intermittently, this carried on until dawn. Kyiv faced the daybreak reports: seven people killed, devastation and utility failures in numerous residences as a result of the nocturnal offensive. As always, everyone still went about their day – enduring hostilities. But those full day encapsulated Ukraine's vital need on international aid – a reliance that European nations are evidently unprepared to replace in the immediate future.

Ineffective Peace Efforts

The 28-point plan from US administration sparked intense emotion, controversy and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.

Every new approach from American administration follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually win the battle. This pattern will, no doubt, endure.

Tactical Assessments

It is convenient to criticize certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. US administration functions according to a premise well known to seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration assumes that it is unrealistic to pressure the Kremlin to surrender the territory that it currently occupies in Ukraine's south or east.

The problem is that while accepting these circumstances, US leadership does nothing to deter Moscow, through words or deeds, from thinking that the situation will not shift further in its advantage in the months ahead.

Opposing Positions

Therefore, Moscow is convinced that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their motivation to sign a deal that does not give them the greatest potential benefit is close to zero. There may be many attempts to stop fighting, but they will persist as long as Russia's leader remains highly assured in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing lives and land but avoiding a total frontline collapse until conditions improve in its favour.

Current Realities

Factually, there are no actual prerequisites for a armistice. Now, personal considerations are coming into play: personal goals to negotiate peace and secure international recognition, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unworkable, so that their focus does not switch to homefront challenges. And although their mission will now be considerably more difficult after latest incidents, it remains very improbable that this will modify their basic position.

These conflicting dynamics are driving the talks.

Conclusion and Outlook

It took a mere seven days to kill the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, current information leaks, all served their function.

While new initiatives based on established approaches are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and reflect certain reluctance to modify developments, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, mainly require sustained allied backing.
